    August 21, 2025 – Wil Fisher, a veteran of city government under former Mayor Bill de Blasio, is among those helping lead the charge into ADU-centered real estate with his recently founded company, Unit Two Development. Launched earlier this month, the firm aims to guide city homeowners through the complex process of building a new unit on their property. Fisher started reaching out to eligible homeowners back in April and has spoken with dozens since then, according to the company.

    August 14, 2025 – Wil Fisher, an NYCEDC and de Blasio admin alum most recently with Rise Light & Power, has started Unit Two Development, a company focused on new accessory dwelling units following the passage of “City of Yes” zoning reforms.

    August 13, 2025 – Unit Two Development, a new accessory dwelling unit (ADU) development company, today announced its launch to help a growing number of New York City homeowners build modest housing units in their garages, backyards, basements, and attics. The launch follows last year’s passage of the “City of Yes for Housing Opportunity” zoning reform – which legalized the construction of ADUs across New York City – and rules recently released by the New York City Department of Buildings and Department of Environmental Protection…

    Filed Comments on NYC DOB ADU Rules

    August 11, 2025 – Unit Two Development filed comments regarding the NYC Department of Buildings’ proposed rules on accessory dwelling units.

    Our comments reflected priorities such as: (1) ensuring that homes held in trusts or other estate-planning entities can meet the definition of owner occupancy and (2) allowing for safe and efficient access to units on oddly shaped tax lots.

    July 14, 2025 – Unit Two Development was quoted in an article in The City, discussing the rollout timeline for ADU regulations.

    Wil Fisher, founding principal of Unit Two Development, a firm that helps homeowners navigate the ADU process, said he’s spoken with dozens of people who want to build ADUs on their properties or convert existing spaces — like garages — into livable quarters, even if they can’t quite yet move forward.

    “People are excited. It’s really a game-changer,” Fisher said. “There are layers to this process and the administrative roll-out is key to making sure it’s a success and we actually deliver these units.”

    Filed Comments on Interim Flood Risk Area Map

    June 27, 2025 – Unit Two Development filed comments to New York City’s proposed rule on an Interim Flood Risk Area Map, which would affect the places in which ADUs can be constructed.

    Unit Two Development supports the City’s efforts to protect life and safety in the face of accelerating climate volatility, including increased rainfall and urban flooding. However, the proposed rule is overly restrictive in ways that limit the development of backyard ADUs without materially advancing public safety.
